I think Kodi is a good choice, but not really sufficient for everything you might want to do IMO.

You could also look into KDE Plasma Bigscreen. It's still pretty rough around the edges, but I think it aims to do what you want.

I am actually thinking about building something similar with different tech, as I'm not satisfied with any of the existing options. I really want something that's primarily controlled via a mobile Web interface like the Kore app for Kodi.

I think it mostly has to do with how coupled your code modules are. If you have a lot of tightly coupled modules/libraries/apps/etc, then it makes sense to put them in the same repo so that changes that ultimately have a large blast radius can be handled within a single repo instead of spanning many repos.

And that's just a judgement call based on code organization and team organization.

The build time improvements are so marginal in a production environment where hundreds of crates are built. This decision demonstrates a strange inversion of priorities and smells of premature optimization to me. It's so odd to see even further optimizations building on this "serde helper process" pattern.
