Oh, but they did.
It just doesn't resemble the bourgeois 'democracy' we have in the west, but rather something else entirely that better fits the 'for the people, by the people, of the people" definition of democracy.
Socialism is when the government does stuff.
And it's more socialism for the more stuff it does.
And if it does a real lot of stuff, it's Communism.
But where's the good guy with a gun?
It's official boys, pointing out hypocrisy is just ruskie propaganda.
No, Just the bourgeoisie.
Not sure where you got the idea that we'd wish harm to our fellow proletariat simply for providing indiscriminate aid in a crisis.
Only 4%? That's pathetic, but atleast it's going to something positive for once instead of more war (until it inevitably gets reverted by whoever wins the next election, as all proletarian gains are but temporary concessions under capitalism.)
Personally, I wouldn't be taking the advice of a military who recently stumbled into a 20 year war with a group of farmers in the middle east, and lost, despite a budget larger than the rest of the planet's armies combined.
Most innovative capitalist.

Looks like the bourgeois education system is doing its job just as it was designed to.
