As a trans woman using Linux, imo it's using something beyond it's original design. Similar to how we 'hack' our bodies to go beyond our AGAB, a lot of us run Linux (on machines that come with windows) or hack consoles such as a 3ds we take machines with inferior software and make them better.

E: after tineye and seeing a reddit thread referencing this image, it's from an OVA called 'Call Me Tonight', the character of Maki Nohara voiced by Rumiko Ukai of Gundam fame. Reading the blurb on IMDB it seems weird as shit so I'll personally be avoiding it, cool looking character either way.
