I see the quote posted on Fox News, but they made the article about Biden laughing at the mention of Clarence Thomas.

It's not very coherent. He couldn't remember the slogan: "my body, my choice". He says "you know" because he couldn't remember the slogan and was thinking to remember it, probably even took a long pause. The cadence matches how he speaks.
