Pinky was Brain's minder

Pinky literally accomplished the goal when he begged Brain for a shot to come up with a plan. That is, until Brain convinced him he should "help". Pinky is the actual genius, Brain is just convincing in his bullshit.

Agree. One was always happy, the other always unsatisfied. Obviously, always happy, might be seen as a genius move.

The theme song never said which one is the genius.

Back when Animaniacs and the Pinky and the Brain spin-off were first airing there was a fan theory going around that Pinky was actually the super genius mouse and Brain was the moron. I remember feeling that this theory had a lot of merit at the time, but it's been so long since I've seen the show I don't know if I can confidently say to what extent it holds up. If I ever get around to rewatching it, I'm definitely going to be watching through that lense though.
