    Use it as collateral for loans, hand out that money, then disappear so he doesn't have to pay those loans back

    Yes. Then the government would bail out the banks. The executives that authorised those loans would have to leave (with a huge severance) while the politicians who facilitated that rescue would end up on some well-paid advisory board.

    The taxpayers, of course, foot the bill. Get a dollar, lose two.

    And what would that do, the companies don't make money and the speculative value would disappear. It would just be a worthless price of paper
