Yeah, I'm watching it now. I'm surprised it's a Transformers episode and not Scooby Doo that was this racist. I'm not sure why, I guess the '80s cartoon animated by a Japanese company would probably be worse all things considered. But also, damn, that episode was racist as fuck.
Reminder that Shaggy has a lineage of inspiration that comes from EV Debs via a 50s sitcom character that was a "lazy beatnik" stereotype with a name that is a pun reference to EVD (Maynard G Krebs). This character was played by the same actor as Gilligan on Gilligan's Island. Shaggy was directly referenced by the show creators as being based on Maynard.
