correct, and that's exactly how the American president became a king.
the Legislature gradually warped into a machine that never claimed or exercised power for itself (by enacting laws or protections) but only ever ceded power to the Executive (via appointment approvals, judicial nominations, etc).
if Congress had done it's job over say, the entirety of Mitch McConnells time in office, the power of the president today would be dramatically diminished.
the US govt was completely captured long before Trump took office. they really rolled out the red carpet for an authoritarian criminal to just run with it.
You may need to study up on your civics. I don't think there is anything in the US that requires a 60% majority. In the Senate you do run into issues below 60% due to filibuster, but an actual vote to pass a bill doesn't require 60%. And the house is pretty much always simple majority, a tie is actually a failure to pass a bill.

Yeah, that's a good callout, you do need 60% to override a presidential veto.
And that's part of the reason why we've seen a number of 50% Senate votes pass this administration. Since republicans own all three branches they don't have to worry about one of the other branches stopping it.

Australia is one of the few countries where the same person can drive across a state border and have to change their watch — sometimes twice in one road trip.
