Just replace "in" with "into" and the wrestling makes perfect sense.

It's illegal to touch the manatee. They're about the least dangerous large animal on the planet, but honestly impressive she could get a hold of one. They don't move fast often, but they really can jet when they want to.
I'm guessing manatees are protected, but really they just wanted to put hands on her.
How they put the bikini on the manatee you ask? That's why they were wrestling with it.
When you're a star, they let you do it.
