Well, it's a police office so I'm assuming the redacted word is "recruit".
Yeah if by "stop Nazi pilgrims" they mean "attract and hire ordinary police officers" then yeah that's exactly what they're doing

I feel like it could have been handled better if they dug a big pit and put spikes at the bottom and covered the opening with leaves
Meanwhile, the memorial center in Oslo for the 2011 terrorist attack is displaying the fake police uniform Breivik wore while massacring his victims. They didn't consult the survivors and bereaved beforehand. I feel that could have been handled differently.
