Romulans are Vulcans that don't push their emotions down into a singularity kept in the pit of their stomach. Instead, they are super extra paranoid and project their fears onto others.
Vulcans are as much the same as Labradors and Golden Retreivers are the same. Or as Neanderthals and Cro-Magnons. Closely related but seperated for a few thousand years.

I think there might be a couple Vulcan background characters with forehead ridges. My guess is that a significant portion of the early Vulcans that rejected Surak's teachings were from a particular ethnicity, and the group that left the planet and rebranded as Romulans included most of that ethnicity.
I think you’re naming things that can breed together though.

Yes, that is true. I chose examples that can interbreed because in Star Trek, all the just so vaguely humanoid species can interbreed, even those with different reproductive systems. Just ask Cmdr Tucker.

Relatively newbie to star trek lore question: did Gene Roddenberry mean to recreate actual literal DnD dark elves? Because it's so specific it feels like it has to be intentional
I don't think that D&D elves worked like that in first edition, but it doesn't really matter. 1st edition didn't come out until 1974 so, Star Trek (TOS) was well over by then. It could have influenced TAS, but I've no clue how much Roddenberry was involved there.
I kinda suspect that if there was any D&D influence that came in with Berman.
Gary Gygax was 28 years old when Star Trek first started airing and he was 36 when he published the first version of DnD.
I have a feeling that he was very much influenced romulans in his portrayal of dark elves as shifty paranoid and backstabbing.
I mean vulcans are explicitly meant to be space elves and romulans are meant to be a "dark" version that amplifies the negative traits and demonstrate the downsides of an isolationist society (Gene Roddenberry HATED isolationism).
The more original take on that idea of a "bad guy" player race, the thiefling, didn't join DnD canon until 1994 in Second edition.
