Vulcans are as much the same as Labradors and Golden Retreivers are the same. Or as Neanderthals and Cro-Magnons. Closely related but seperated for a few thousand years.

I think there might be a couple Vulcan background characters with forehead ridges. My guess is that a significant portion of the early Vulcans that rejected Surak's teachings were from a particular ethnicity, and the group that left the planet and rebranded as Romulans included most of that ethnicity.

Yes, that is true. I chose examples that can interbreed because in Star Trek, all the just so vaguely humanoid species can interbreed, even those with different reproductive systems. Just ask Cmdr Tucker.
