Doing illegal shit and paying fines for it is just the cost of doing "business" for these behemoths.
It should be civil forfeiture like when a drug boss gets busted and they take everything that was possibly funded by the drug money.
The CEO and Legal Dept would definetly make sure nothing shady was going on after that rule.
