He is very much doing this on purpose to distract russian citizens and his allies from the sorry state his country is in.
I mean, at one point they very nearly occupied Kyiv. Thank fucking god they didn't, but I think this is a little more than a distraction.
There was fighting near Kyiv, yes, but never in the city itself. They couldn't do it even with the element of suprise and after that it was just downhill
