Two of them are obscured by the skull. They could also be inside the skull along with the head, it's weird that an octopus would have a human skull anyway.

For anybody confused: Hydra are small aquatic animals related to things like jellyfish. They have a whole bunch of stinging tentacles, a single head, and some species are IIRC effectively immortal. I could google it but that's not the vibe I'm feeling at the moment.

The logo is from Marvel comics. Schmidt is a Nazi SS Obergruppenführer in charge of special weapons development; his division is known as Hydra and is the revival of an ancient cult. After a drug-induced mutation, Schmidt is known as the Red Skull.
Don't ask me any more questions, though; I'll have already forgotten everything I just read!
Ah, right, THAT Hydra. I felt like I'd seen that logo somewhere before, but I'm only passingly familiar with comics and such.
I seriously don't understand this logo. It seems to be an octopus, but only showing six tentacles and a skull which cephalopods do not have. The only hard part of the octopus is its beak. Are they trying to show a kraken? That is more of a squid. Ten tentacles and still no skull.
The meme is just bad. Hydra is a representation of an actual Hydra, not a mythical one.

I can see why people would miss that part as I don't think it's terribly common knowledge, but the red skull is really obvious. A logo is often not a photograph of the corresponding organization's name.
