Doesn't seem to specify, and the masks in the image on the NIH site look like they're meant to be just surgical masks (unless there's a pleated KN95 design common in the UK (E: NIH is the US lol don't know how I made that mistake) I don't recognize).

No, it's probably surgical. I vaguely remember something during the Biden years where they were refusing to consider an upgrade to n95s.
