Using cities as "training grounds" for what?

So, question for the military service members. How's it going with that whole oath to protect America from enemies both foreign and domestic? I'm not military myself, but I gotta say I have some concerns over the presumed definition of "domestic enemy".
I am hoping some of those generals and admirals took the opportunity to discuss this very question amongst themselves.

While true the US is not part of the Rome Statute of the ICC. We don't have checks and balances anywhere nor anymore.
