It's a dehumanising way of putting it but he's not wrong about the problem.

Terrorism can only be stopped by preventing radicalisation. This ends up being an inconvenient truth for incompetent sociopathic leaders because it requires complex solutions designed by people with enough empathy to understand the root problem.

So they treat it like a videogame. And lose.
