If the FTC was doing their job, they would end, and actively work against the venue ownership and ticketing system monopoly, as well as limit ownership of housing and rental property. Dictating fees must change from "hidden" to "listed clearly up front" doesnt address the problem: monopoly pricing and shady practices from a lack of effective competition.
