I can tell you, from my personal experience, that after five-ish years of learning Brazilian Jui-Jitsu (definitely less consistently than a child growing up around it would); I'm more proficient than a blackbelt five year old.

While there may be some advantages babies/children have (if you don't kill a man with your hands before certain point the brain damage will make it harder to kill one later in life0 which is where the idea that children are better at hand-to-hand combat.
