Palmer is a minor supporting character in the Final Fantasy VII series. He is a minor antagonist in Final Fantasy VII with an expanded role in Final Fantasy VII Remake and Final Fantasy VII Rebirth.

Palmer is the executive director of the Shinra Electric Power Company's Space and Aeronautics division, though funding was suspended after a failed rocket launch. He is undignified and incompetent, knowing little about his field of work, having no say at meetings, and excessively drinks tea.
