Three current and former officials said the National Security Council toned down parts of Harris' widely covered speech.

That actually means that Biden called a natsec guy into the Oval.

"Listen Jack, jack. I want you to put the kibosh-kibosh on the speech that Kamala-Kaharris or whatever the heck her name is gonna give. Have your guys write it up and then allow Ka-whatever to make very minor changes."
