Even if it's an ability that's as easy to activate as blinking, a typical blink lasts 1/3 of a second. If you can teleport 4x per second, you can only move at 28 inches per second, which is slower than walking speed. If you did it while you were running you could theoretically add 28 inches per second to your speed, but that would only increase your speed by about 10%.
