has there ever been a good time for sitcoms?
Early 2000s were pretty good.
Curb your Enthusiasm & Arrested Development on at the same time. Flight of the Concords and 30 rock a bit later. Simpsons was slapping around this time as well.
IT IS THE DISTANT FUTURE… IT IS THE YEAR 2000

Scrubs was basically the only good sitcom even if it is still problematic at times
i'd argue peep show is the only good sitcom, but that's even more problematic
There are some good British sitcoms like Blackadder and Yes Minister from the 1980's. It could be survivorship bias though.
