This is an attempt of someone shortsighted trying to play the long run. If you think bots are the reason for this, you are wrong. Limits are carefully chosen so that they severely hinder non-paying users. Musk is neither good at solving issues nor is he good at planning things. This is his attempt to force more people to buy Twitter Blue.

If you are running a bot or 7, paying 8$ is nothing.

Musk a year from now: “New account creations have risen 1000%, with a 99% Twitter Blue attach rate.”

This is a transparent attempt to make the company more valuable to investors so that he can recoup some of the $22B he flushed down the toilet buying this turd of a company.

They just didn't pay Google and are using bots as an excuse

Even if that is part of the reason, what he thinks is a solution only appears to be stop gap measure. In short term it might drive more people to buy if they are deeply invested in the platform, but in the long run it will force more people away from it, causing the whole thing to crumble. Am fully expecting them to stop allowing account removal or claiming they have more users than they actually do. Who would want to advertise on a desolate platform otherwise.
