Acid does that for me, although usually with more emphasis on the dialectical or "complex systems* part of diamat.
The 95/5 ratio is probably reasonable, but worth noting that the 5% active decisions can have a disproportionate impact. It's that 5% that allows us to interact with our material environment, which then shapes our passive decisions, the 95%. Zoom out from the individual and there's parallels at different levels, perhaps an argument for a vanguard party in some contexts.
Like using your ship metaphor, a ship is 95% at the whim of the ocean and wind. But the small tweaks and choices meant ships could, on average, fairly consistently, get roughly where they wanted to go.
