I think this is normal. I knew a guy commit suicide and they still did this. To be clear, the young man passed away. I think it's supposed to get help where it's needed, raise accountability, and to make final determinations regarding benefits. It's definitely a reactive policy, causes more harm than good, and oftentimes is too late.
I'm pretty sure none of the disciplinary charges will stick if it's proved a genuine suicide attempt. It's really difficult to prove otherwise, even without knowing the things we do that lead up to this.
I hope he gets the care and support he needs, it's going to be rough.
