Yeah I've asked my mom, it was cold here in the winter in the soviet era too. And I believe a lot of people had these things called "jobs", except they were even less voluntary than they are now, so being at work for the entirety of the sunny daytime period of 10 AM to 3 PM hasn't exactly been invented with capitalism.
The one thing capitalism has changed is it gathered everyone into the cities because there's a lot less support of small countryside schools and such. So instead of walking 5 KM to bus stop to take the bus to school, kids can now take a city bus that stops closer to their home and comes every 30 minutes at most.
There's a bunch of problems you could solve by abolishing capitalism, but weather ain't one of them.
