Those gaps through the ice wall seems to be inspired by One Piece where the Red Line is a 10,000 metre tall set of cliffs that divides the 4 seas with only a through central passages through it.
Oh! So that's why the government is trying to stop people from reaching the ice wall, they just don't want people finding Gol D. Roger's treasure!
