That seems like a genuinely useful application. You can see which trials are most likely to succeed (as a patient, or as an investor) and hedge risk. I get the impression that people will find some negative way to phrase pretty much any prediction market question.
"Prediction markets" are at the less useful end of legalized gambling. At least the lottery helps support public programs. Locking up the profits in the private sector isn't beneficial to society.
