I think the idea is that the tools in game are how the developers want players to find each other so each section seems to have a flare platform where you can send up flares to let people know you're around. There are also cb radios which I have not worked out how to use yet (if you know don't tell me) and also walky talkies and other items you can use to make yourself stand out or heard.
Thanks again for the info, but this is part of the thing that gets to me about a lot of games.
I get really frustrated when it feels like I need to become an expert before I can actually play the game. Sometimes I think the designers and devs become way too close to the game, and what they take for granted is a mountain of a learning curve.
