There's many insignificant football countries that have a vote, but that are corrupt af, those all vote for him.

The European countries don't have the vote required to oust him, but they account for the most significant football nations. They might have found their collective bargaining power as if they leave fifa is nothing.

The swing vote is conmebol, South America has all the non-european teams people want to see, they are pretty corrupt but not FIFA levels of corrupt and if they piss off the fans too much, they're in trouble.

Because all the voting members have equal votes. So the tiny banana republic nations for whom the proposed $30m payment represents a significant amount of their GDP get the same vote as England, for which it represents only half of the FA’s annual profit.

UEFA members have 55 votes out of 211. Assuming all members toe the line, they can easily call a vote of no confidence (requires 20%) but to win the vote they need 106 votes. Earlier this month 200 associations had formally backed Infantino to run for his final term next spring.
