I apologize if you're being facetious, but that's Pinochet, one of several fascists he specifically defends in the video.
I guess chuds will be lulzing over "free helicopter rides" memes again. I honestly wasn't sure who it was, looked similar to some pics of old Franco, but putting him twice seemed a bit odd.
They can't use any of the more well known Fascists, because even they aren't so braindead to think that openly saying "Hitler was right actually" would endear anyone to their cause. So they use more "Obscure" (for Americans at least) Fascist dictators, which means they can just lie about Fascism more easily since their audience will know nothing about Chile under Pinochet.

Yeah, Pinochet is a great dogwhistle for them, because a liberal will read a phrase like "Pinochet's helicopter tours" and think nothing of it, so Fascist can slowly normalise their fucked up worldview. Which is why Pinochet is so important to them, not because he actually "accomplished" anything, even by Fascist standards, but only because he works as the ideal "foot in the door" to normalise Fascism amongst ignorant westerners.
Libertarians tend to shut the fuck up when you point out the children of those killed via "helicopter rides" ended up in the hands of literal SS who escaped Germany to continue doing nazi shit in Chile.
