Nope. The 24th amendment effectively bans poll taxes. A requirement to pay for an ID would become a poll tax. States would need to shoulder the burden of issuing gratis IDs.
Because this administration cares so much about the Constitution and definitely wouldn't find some sort of loophole to get around it
