Uh, you are aware that until recently, skirts actually had a hem, a removable/replaceable section of cloth at the bottom, specifically meant to touch the ground so a woman's feet weren't visible, right?
There are also entire cultural/religious outfits that to this day still touch the ground that are worn daily.
Just because its not a common sight where you are doesn't mean it isn't a thing any were else.
Until recently, when escalators became more of a thing, because it's a stupid fucking design to be dragging your clothes on the ground.
No, there are still clothing designs that incorporate hems that touch the ground.
