Surely better to make it so that each time you are caught breaking the highway code, the number of wheels you are allowed to have reduces by 1.
Once you're down to 1, just reduce the allowed size of the wheel. If you're capable of breaking the highway code significantly on a 1" diameter unicycle, I'd be more impressed than annoyed.
