The governor of the northwestern Vologda region said Monday evening that he ran out of gasoline while driving and had to hitch a ride with traffic police, just an hour after he urged residents not to give in to panic and hoard fuel amid a nationwide supply crisis.

Honestly, despite this hilarious failure, he has a point.

One thing that drives fuel shortages is people trying to hoard as much fuel as possible. The more panic there is, the less fuel remains available, the more panic rises...you get the point. Even if fuel supply gets restored, the shortage panic makes it go into deficit again.
