The giant mound of rubble underneath it always struck me as incredibly sloppy behavior.
Right? They just left it there after carving. You couldn't clear the rocks out? ffs.
It represent the mountain of skulls the country is build upon.
It was supposed to be full-body apparently. They kind of just gave up at some point?
Once they started making money, they stopped spending money on upkeep and clearing the rubble.
