The Enterprise is sent to Capella IV to negotiate mining rights for a rare and essential mineral. They arrive under a warning that Klingons have been seen operating in the sector. Captain Kirk leaves Commander Scott in command, and beams down to the surface with an away team. Just as they offer their greetings to the very particular and ceremonial Capellan people, a Klingon steps forward revealing that they had arrived first and want to secure mining rights on Capella IV in Starfleet's place.

Interesting comments. I guess I hadn't really thought of the Klingons operating that way.
As for me, I didn't think this ep was outright terrible, but it certainly is one of the less-memorable ones outside of maybe McCoy and the pregnant gal's interactions. Also, the Klingon being slayed by primitive weapons.
