It's never illegal in a culture. Cultures don't have laws. It is illegal in some countries, but I suspect the answer to your question may not be the same for each of those countries.
Yeah it is, but not for making a Nazi salute, but for creating and distributing Nazi propaganda.
Does that mean it was illegal for the German press to write about Musk's Nazi salute, if they showed the video?
No, they did show the picture of him doing it, and condemned it - for nazi propaganda they would have to either let it stand uncommented or put it in positive light.
