"If you won't let us through, we won't let you let anyone through" isn't the winning strategy he thinks it is, especially when plenty of other countries are already allowed through.
It's shortsighted, but I could see them panicking about countries making deals with Iran to let their ships through and wanting to take away Iran's leverage.
"Don't bother working with Iran, WE aren't letting anything through"
It also kind of seems as if occupied Palestine is Leeroy Jenkensing, and the US is trying to save face by changing the factors to make it seem as if this is somehow still on Iran.
