It would have been a lot of listening devices, producing hours of audio each, which would require a nearly equal amount of man-hours to listen to it if they were supposed to catch random people doing something "bad." This is of course ridiculous, but logic does not matter in this.

The joke is cut off for whatever reason. I guess the point was that there where no listening devices but the guy who ordered tea made the others believe there where.
