So Donald Duck and his kin, who don't wear pants, put shorts on for swimming?
Yes, you've noted the same massively philosophical problem I did back when I was 5 years of age.
Normal clothes for them are shirts and other tops, but under- or swimwear is pants.
All part of the charm of being a Disney character! Also, the comic came out in 1958, and Donald's swimwear seems to be referencing styles from a couple decades earlier, I think.
It's really the unnecessary masks that crack me up most, though. Not to mention, Huey, Duey & Looey looking like such helpless little babies in the redraw, instead of their usual wise-cracking pains-in-the-ass selves. XD
