Yeah out of context it's nonsense, I'm pretty sure it's in reference to a Ukrainian Olympic athlete who was punished for having a helmet adorned with some sort of memorial for soldiers in Ukraine, I don't know the details of that
Vladyslav Heraskevych. It was a stunt specifically designed to violate the rules, so there would be broad global media coverage of smol bean uWu Ukraine being bullied by the Olympics on behalf of big bad Russia. He was offered numerous compromises that would still let him show off his helmet, but declined all of them. The IOC's hard line was that he can wear it before his runs, after his runs, and any other time he wants, but the second he hits the track, no political decorations allowed.
