That's really interesting. I haven't kept up on scanner technology. ~~Though jamming, on a pure technical level, is still relatively easy if you're willing to commit a serious felony and also fuck up your own communication in the process and, as you said, paint a bullseye on your back.~~

This aint your nanas analog radios no more.
Digital radios are a lot better in dealing with "analog noise" on the channel.
Meaning u would need a need some advanced electronic warfare device that actually injects digital frames in the right frequency and timing to do anything.
And even then, modern devices can switch frequency automatic on the fly if they detect bad channel conditions. Adding to that is the inverse square law, meaning unless your jammer is very close, u would need gigantic amounts of power.
So unless u just happen to have something like a Boeing EA-18G Growler in your back pocket....i would advise you to not even try.
In todays world every cellphone tower is also a wide band SDR, many of them dumping raw IO data of the whole spectrum into a cache, this is usually used to track down problems with accidental frequency sources (broken switching power supplies and stuff like that) that can degrade cell service.
But u can be sure that the FCC and other 3 letter agency has access to this data cache, in real time and going back maybe even days.
So they dont even need to send out guys with triangulation gear, no they just do TDoA (Time Difference of Arrival) and have the signal source down to 1-2m in seconds (this works so well because Celltowers have GPS time and accurate location and thats all you need for TDoA signal finding).
With modern palantir like solution it can even be assumed that the whole thing is already automated, meaning the moment you switch your jammer on, the very moment, there is a automated system noticing the anomaly and sending out a alert with the pinpoint location and characteristics of the anomaly.
Given the precision of the triangulation it could automatically check near by connected cameras (flock etc) and probably deliver the face of the person who has the jammer in the backpack. Now they have your face, and with that they have everything.
So again...mere seconds after turning on a jammer they probably have your location down to 1m and your whole identity, and probably know what you ate for breakfast.
This isnt supposed to be fear mongering, just a explanation what is technical possible and why its a very very stupid idea to try to jam certain frequency's.
