I bet he's just constantly being played by people he's socializing with. Like, they feed him bad info in a way that helps them dump or buy up a stock. The inverse cramer index reflects what his social circle is doing.
Why are we assuming he isn't just in on it?
Because he is a moron, and being in on it would still require him to have the right predictions.
