Last I checked Venezuela is a sovereign state, so the US law does not apply to a citizen of Venezuela in the first place.

I think the brazenness is the whole point here. This is going to be a kangaroo court with the goal of intimidating other Latin American countries. The message here is that we can just go ahead and abduct you in the middle of the night, and there's nothing you can do about it.
