Check other amazon listings, ebay, etc. It's entirely an online phenomenon.
You'll see suspiciously cheap n95s sold by random looking companies or individuals listed as seller and the reviews note they just got a bunch of loose masks not a proper 3M branded retail box so those types have absolutely been buying up this old stock in bulk for at least a year or two now, breaking these 440 boxes down and selling them in lots of 10 or 20 that they toss loose in mailers or amazon boxes and undercutting retail prices by anywhere from a mere 20% to up to more than half off, usually around $0.40 to $0.80 a mask.
Problem is these types of sellers often don't disclose this or make it super clear what you're getting. Plenty of people are fine with it because of the price break, but others are upset to see it. Retail packaged masks seem to sell for around $2 a piece usually, maybe $1.60 or so.

Yeah I don't understand about this either, just a huge box of loose masks. I haven't counted them. I made up a few bags of 50 but didn't do the whole box. I should do the rest of them.
