Carney can't decide if he wants elbows up or not. In fact, he flipflops so much, he looks like hes doing the chicken dance.
What are some examples? The DST is postponed as trade leverage which is still ongoing. I haven't seen him flop flop on anything yet, and he hasn't been PM for long enough to see how anything had played out. He seems very calculated and has been getting great results so far within Canada and internationally.
