Not a crime to be drunk at any time in Spain. Is it illegal to be drunk or there's a permitted timeframe to be drunk where you live?
In most public places in the US it is technically illegal to be publicly intoxicated. It's incredibly rare that anyone would do anything about it unless you're being a public nuisance or something though.
"Police, I'd like to report a drunken person"
This will definitely happen. Better not go to Spain.
